Russia prior approached Ukrainian powers in Mariupol to set out their arms, saying a "horrible philanthropic calamity" was unfurling.
Ukraine has dismissed Russian calls to give up the port city of Mariupol, where occupants are assaulted with little food, water and power and wild battling gives little indication of facilitating.
